Subject	High beams always on when I turn on headlights?

Message	I've been having this problem. I have 4300k HIDs, and recently when I go to turn on my headlights only my high beams come on. Ive tried searching, but I was not sure on what key words to use. I cannot turn my high beams off, nor can I turn on my fog lights. I checked all the fuses under the hood as well as under the driver side by the kick panel. I think it may be a relay but have no idea on which one. Any information is helpful! Thanks -Moe
